The saying exemplifies the extreme nature of loyalty tests and occurred when Zhao Gao, the powerful eunuch who served the first emperor, “brings a deer and presents it to the Second Emperor calling it a horse.” The young emperor is confused and asks all his advisors if the animal is a horse or a deer.
